PROBLEM TO BE SOLVED: To provide a cooling apparatus which can easily be manufactured at required accuracy and of which manufacturing cost can be reduced. SOLUTION: The cooling apparatus 10 is provided with an enclosure 12 including a heat absorber 14 wherein a heating element 30 is attached, and a cooling part 16 wherein a heat sink 20 is attached; a heat accumulation element 26 which is provided rotatable in the enclosure 12, and of which face 27 opposite to the heat absorber 14 and the cooling part 16 is made flat; a lubrication liquid J put into the enclosure 12; and a rotary driving mechanism 34 to turn the heat accumulation element 26.
