PROBLEM TO BE SOLVED: To provide a coating steel plate which has excellent designing properties, corrosion resistance and scratch resistance without losing spangle patterns and brightness/color tone specific to an Al-Zn alloy plating steel plate having the Al-Zn alloy plating layer of which the Al content is 40-70%. SOLUTION: The coating steel plate is obtained by forming chemical treatment film on the surface of the Al-Zn alloy plating steel plate, forming a clear primer layer with a predetermined thickness containing a rust proofing pigment as the upper layer and further forming the upper layer clear film thereon with a predetermined thickness containing the appropriate amount of scaly aluminum powder of which the average length of the long side direction is 35μm or less.
