PROBLEM TO BE SOLVED: To save on system component costs by using all the recording medium with no wasting and without requiring nonvolatile memories although recovery data are recorded in preparation for abnormal end when recording an MPEG transport stream on a recording medium.

SOLUTION: The recording controller 1 creates control information for the input TS packets and inserts the recovery data received from the recovery data creating section 2 into the TS packets to record them with the control information on the recording medium 5. The abnormal end of recording detector 3 informs of abnormal end of recording if abnormalities happen and recording has not been stopped normally while recording. The recording controller 4 extracts the recovery data recorded in the TS packets and recovers the control information when informed of abnormal end of recording while recording, then reproduces the TS packets from the recording medium 5 based on the recovered control information.
