PROBLEM TO BE SOLVED: To provide coating material for forming a coating film capable of stabilizing electron emission by an electron emissive material, and reducing variation of a lighting time, especially reducing variation of a lighting time of every manufacturing lot, and the coating film using the same coating material, to provide a method of manufacturing the coating film capable of shortening a manufacturing process, and reducing manufacturing cost, and to provide a fluorescent lamp capable of reducing variation of the lighting time by forming the coating film in an inside of a translucent sealing tube. SOLUTION: The coating material contains the electron emissive material containing an inorganic compound containing one, two, or more kinds of elements selected from a group of caesium, zinc, indium, gallium, and tin, and a material for forming a protective film containing an inorganic compound containing one, two, or more kinds of elements selected from a group of yttrium, aluminum, zirconium, hafnium, niobium, silicon, vanadium.
