PROBLEM TO BE SOLVED: To enable the use of a small inclusion electrode suitable for massproduction in a surge absorber using a flanged cap electrode for positioning a surge absorbing element. SOLUTION: Glass cylinders 9A and 9B are inserted to both ends of a glass tube 5B, inclusion electrodes 6A and 6B are inserted into the glass cylinders 9A and 9B, and the glass cylinders 9A and 9B are fused to the glass tube 5B and the inclusion electrodes 6A and 6B. Since the radius of the inclusion electrodes to be used can be reduced by the portion corresponding to the thickness of the glass cylinders, small electrodes can be used as the inclusion electrodes.
