PROBLEM TO BE SOLVED: To solve problems in which weak adhesion between a fluorine rubber and glass cloth leads to interfacial peeling in a fluorine rubber sheet, in which the fluorine rubber is impregnated into glass cloth and a planar heater of fluorine rubber using the sheet, and as a result, lowering of insulation resistance and withstand voltage occurs. SOLUTION: The fluorine rubber sheet is composed of a glass cloth and a fluorine rubber layer impregnated through an adhesive force-reinforcing agent into the glass cloth. The planar heater of fluorine rubber is produced by applying the adhesive force-reinforcing agent to the glass cloth and then impregnating the fluorine rubber into the coated glass cloth to provide the fluorine rubber sheet, applying heating and pressing to the sheet plural times and heat-pressing the resultant sheet through an adhesive force-reinforcing agent to a heater element.
