PROBLEM TO BE SOLVED: To provide a hydrophilic component having an electromagnetic wave shielding hydrophilic surface layer provided on the surface of various glass substrate and plastic substrate, which surface layer has hydrophilic properties, is excellent in durability, transparency and storage stability, is capable of being manufactured at low costs, is prevented from fouling, is maintenance-free and is excellent in practical using performance. SOLUTION: The hydrophilic component contains a hydrophilic polymer (a), a metal alkoxide compound (b) selected from Si, Ti, Zr and Al, and a conductive compound (c). The hydrophilic component is further characterized in that it is coated with hydrophilic film prepared by hydrolyzing and polycondensing the metal alkoxide (b) wherein the hydrophilic film preferably contains a catalyst which causes the binding with the hydrophilic polymer (a) and colloidal silica (d), and wherein the conductive compound is a granular, flake-like or fibrous filler and of which the surface resistance of the hydrophilic surface layer is 10<SP>3</SP>Ωcm or less.
