A soil conditioner and a method for using the soil conditioner are provided to remove salt from soil, to neutralize the acidified soil and to improve the quality of soil. A soil conditioner comprises 100 parts by weight of a mixture which comprises 46.0-71.0 wt% of yellow soil, 10-15 wt% of humic acid, 10-15 wt% of defatted rice bran, 3-8 wt% of zeolite, 3-8 wt% of elvan, and 3-8 wt% of vermiculite; and 0.1-0.5 parts by weight of microorganism preparation (Hi-P).
