A pharmaceutical composition and a health functional food are provided to be useful for preventing and treating fracture by comprising an extract of Astragalus membranaceus BGE. having excellent angiogenesis promoting activity and bone healing activity. The pharmaceutical composition for preventing and treating fracture comprises an extract of Astragalus membranaceus BGE. as an effective ingredient, wherein the extract has bone healing activity by angiogenesis and proliferation of osteoblast. The extract is prepared by using a polar solvent selected from the group consisting of water, C1-4 lower alcohol and a mixture solvent thereof.
