A personal SMS(Short Message Service) supply system during a video mobile call and a method are provided to display a message set by a service subscriber to the other party's terminal even during a video call as well as during call connection when the video call is performed, thereby continuously displaying contents of the call on a terminal screen. A sending terminal(300) and a receiving terminal(400) are capable of conducting video calls. A mobile communication system(200) is connected with the terminals(300,400). An SMS system(100) is connected with the system. If video call connection with the receiving terminal is attempted by the sending terminal, a character management server sends SMS contents set by the receiving terminal to an SMS center. If the center writes the SMS contents and an SMS code as an SMS message to send the SMS message to the sending terminal through the system, the sending terminal displays the SMS contents only when waiting for a video call, and simultaneously displays the SMS contents and a video call image during the video call.
