<p>A submerged plasma-use electrode (1) for generating plasma in liquid L, comprising a conductive member (11) having a discharge end surface (111) in contact with liquid L, and an insulation member (16) for covering the outer periphery excluding at least the discharge end surface (111) of the conductive member (11).
