<p><P>PROBLEM TO BE SOLVED: To secure intake air even when a control valve causes the sticking failure when the control valve for controlling the intake air is arranged on the upstream side of an intake valve of an intake passage connected to a cylinder. <P>SOLUTION: At least two intake passages including at least a first intake passage and a second intake passage are provided in the respective cylinders of the internal combustion engine, and a first control valve is arranged in the first intake passage, and a second control valve is arranged in the second intake passage. The control device for the internal combustion engine is provided with a first control valve control means and a second control valve control means.
