<p><P>PROBLEM TO BE SOLVED: To allow inexpensive and easy replacement of a broken heater by mounting the thin-plate heater on the outer peripheral face of an arm portion of a CFRP (carbon fiber reinforcing resin) material, and to improve productivity by simplifying and reducing the frequency of maintenance work. <P>SOLUTION: An arm 1 is formed of the CFRP material into a long shape with a flat cross section and cantilever-supported by a column 13. The thin heaters 2, 3 are arranged on the upper and lower faces of the arm 1 near the fixed end and covered with a cover member 4.
