PROBLEM TO BE SOLVED: To efficiently suppress fraudulent actions while implementing sanctions to a game hall with a high probability of the malice of planning the fraudulent actions relating to management information to be sent to a third party management center. SOLUTION: The third party management center 150 judges the number of times of non-transmission of card data to be transmitted from the plurality of game halls A, B and C, and transmits utilization limit instruction signals to the T/C 100 of the game hall for which the number of times of the non-transmission is judged as being larger than an average value calculated from the plurality of game halls.
