A reception unit estimates a propagation path quality. A transmission unit amplifies a signal by a gain proportional to a difference between a signal/noise power ratio and propagation path quality information as the estimation result of the propagation path quality and transmits the signal so that the reception unit can obtain a predetermined signal/noise power ratio. Here, the reception unit or the transmission unit decides a roll off ratio of an adaptive filter according to the propagation path quality information. The transmission unit filters and transmits the signal by using the adaptive filter of the decided roll off ratio.
