<P>PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing device, an optical disk recording and reproducing method, and an optical disk recording and reproducing program in which optimum recording conditions achieving optimum reproduction jitter after recording can be detected by reducing setting errors of erasing power. <P>SOLUTION: In the optical disk recording and reproducing device, in consideration that an error of power setting of erasing power is easy to affect deterioration of jitter and margin of an allowable range of reproduction jitter for a recording layer of a first layer of an optical disk 1 of two layers is narrow extremely, a discriminating means 13 discriminates that a detected value coincides with the prescribed detected value for DC erasing power or a detection condition out of detected values detected respectively by a recording state detecting means 4 from a plurality of areas having different DC erasing power for recording for the recording layer of the first layer while changing DC erasing power of the optical disk 1.
