<p><P>PROBLEM TO BE SOLVED: To perform efficient processing. <P>SOLUTION: In an integrated encoding apparatus 6, one or more of a plurality of processes, necessary for encoding an image, are performed while taking other processes into account. Namely, for example, as compression processing for information compression, ADRC processing that is a processing taking editing processing into account is performed. In such a case, the image is divided into blocks in the ADRC processing, and the maximum value MAX and the minimum value MIN of pixel values of the blocks are detected. Then, DR=MAX-MIN is defined as the local dynamic range of the blocks, and a subtraction value obtained by subtracting the minimum value MIN from each pixel value within the block is divided by DR/2K. An ADRC processing result is made the object of various editing processes, so that it is possible to perform editing processes, approximately identical to a case where an original image before the ADRC processing is made an object.
