PROBLEM TO BE SOLVED: To provide an information recording and reproducing device capable of recommending a recording mode of a high image quality side for program recording of a channel whose image quality is defined to be bad and a recording mode of a low image quality side for program recording of a channel whose image quality is defined to be good. SOLUTION: An RF signal of a channel is input when recording, and an AFT (auto fine tuning) signal is used to confirm the presence/absence of a center frequency signal by searching in the vicinity of the center frequency of the channel. When it is confirmed that the signal is present, the low image quality mode is recommended in a recording mode, and when it is confirmed that no signal is present, the AFT signal is used to shift the frequency of a local oscillation signal by a predetermined frequency, and the presence/absence of a center frequency signal shifted by the predetermined frequency is confirmed. When it is confirmed that the center frequency signal is present, an intermediate image quality mode is recommended in the recording mode, and when it is confirmed that no signal is present, the frequency of the local oscillation signal is further shifted by the predetermined frequency to confirm the presence/absence of the center frequency signal, and when it is confirmed that the signal is present, the high image quality mode is recommended in the recording mode.
