PROBLEM TO BE SOLVED: To confirm a state of suffering from disaster for a registered user, even when a location cannot be specified by using a mobile terminal, such as a portable telephone. SOLUTION: This method includes: a process for acquiring information on time of the disaster occurrence and the disaster occurrence area and storing them in a disaster information storing part; a process for identifying the registered user for whom the location information cannot be acquired from a user terminal; a process for requesting the location related information, with respect to the identified registered user, to a server for providing the location related information in which the location related information, including data regarding movement for the registered user, is held; a process for receiving at least either of the location related information among the identified registered users from the server for providing the location related information; a historical data identifying process for identifying the historical data of the location for the registered user consisting of a pair of the location information and the time information based on the location related information; and a process for judging if the historical data satisfies a designated disaster suffering condition based on the time of the disaster occurrence and the disaster occurrence area stored in the disaster information storing part.
