PROBLEM TO BE SOLVED: To provide a cotton fly countermeasures device capable of preventing ingress/deposition of cotton fly in/on a major part of a device body when winding a yarn via various kinds of yarn treatment devices such as a tension device, and preventing ingress of cotton fly in the device body, and an automatic winder having the cotton fly countermeasures device and capable of winding yarn while suppressing the effect of cotton fly with less air consumption. SOLUTION: In a tension device 1, a clamp member for clamping a yarn and a guide member for guiding the yarn are protruded from a box-shaped body casing 2 with components built therein, an air piping member 9 is connected to the body casing, compressed air is fed inside the casing to increase the pressure in the casing; and a plurality of nozzle members N for blowing compressed air are provided at the predetermined position outside the body casing.
