<P>PROBLEM TO BE SOLVED: To provide a radio base station device capable of detecting a thunderbolt nearby the base station device and reporting the detected result to a host device with simple device constitution. <P>SOLUTION: A power supply system or the like is equipped with a surge protecting device 30 to protect the inside from a surge caused by the thunderbolt. A thunderbolt noise receiving antenna 12 receives an electromagnetic wave caused by the thunderbolt. A detection section 19 passes and detects the signal of a passband corresponding to the second intermediate frequency of reception processing of a radio signal of a PDC system from a composite signal of the output signal of the thunderbolt noise receiving antenna 12 and a reception signal relating to mobile communication. A thunderclap detection section 22 detects the clap of thunder. A thunderbolt signal detection section 21 outputs thunderbolt surge detection information when the time from the point of time the output signal of the detection section 19 becomes larger than a first predetermined value to the point of time the output signal of the thunderclap detection section 22 becomes larger than a second predetermined value is shorter than specified time.
