PROBLEM TO BE SOLVED: To obtain a new isothiazole compound or its salt and a plant disease controller that solves problems of insufficient control effectiveness and restriction of its use due to appearance of a pathogenic germ having chemical resistance, which a conventional plant disease controller has, and further exhibits an excellent control effect, residual effect, etc.

SOLUTION: The isothiazole compound is represented by formula [1] [Q1and Q2are each independently a chlorine atom or a bromine atom] or its salt. The agricultural and horticultural plant disease controller comprises the isothiazole compound or its salt as an active ingredient.
