PROBLEM TO BE SOLVED: To provide a through-hole membrane manufacturing apparatus, capable of manufacturing a through-hole membrane that secures electrical continuity characteristics and reliability and is not contaminated by non-dry conductive ink, even if a PET film that is in high demand in the market now and is as thick as 25μm and 38μm is used as a base material. SOLUTION: The through-hole membrane manufacturing apparatus comprises a carrying means 4 for carrying a film 1, where an aperture that becomes a through-hole is punched, and a mount 2 made of paper on a print table 3 in an overlapping manner; a screen 5 for supplying a conductive ink to the film 1 that is installed opposite to the print table 3 and is carried by the carrying means 4; and a heat source 6 installed in the print table 3. The conductive ink is filled in the aperture of the film 1, and the conductive ink absorbed by the mount 2, made of paper through the aperture, is dried by heat generated from the heat source 6.
