PROBLEM TO BE SOLVED: To more easily eliminate a gap between polygons showing sections on a map. SOLUTION: An area on the map wherein no polygon is disposed is extracted, and a gap area polygon with each extracted area as an in-polygon area is generated. When a merging button 511 is operated in a state that the gap area polygon is selected (a1), a message 520 prompting the selection of a polygon merging the gap is displayed. When a polygon 502 is selected (a2), the selected polygon 502 is corrected to a polygon with an area formed by uniting the gap area polygon 501 and the selected polygon 502 as the in-polygon area (a3). Here, the polygon wherein the gap area polygon 501 and the selected polygon 502 are united can be found by a graphic operation by the logical OR of the gap area polygon 501 and the polygon 502.
