PROBLEM TO BE SOLVED: To surely cope with an abnormality of a monitored person while performing efficient monitoring without wasteful contact or dispatch by enabling further accurate remote recognition for the abnormality of the monitored person. SOLUTION: This monitoring system comprises a usage collection means 111 which collects usage data for power, gas, city water, a telephone set 104 and an information processing terminal 105 in a dwelling house where the monitored person lives; an abnormality determination means 112 which determines whether the collected usage is an abnormal state different from a general usage or not; an object person detection means 113 for detecting, when the usage is determined to be the abnormal state, whether the monitored person is in the dwelling house or not; and an object person abnormality report means 114 which determines, when the monitored person is detected to be in the dwelling house, the occurrence of the abnormality of the monitored person, and reports that effect to a predetermined contact destination.
