PROBLEM TO BE SOLVED: To provide an aqueous binder for an inorganic fiber heat-insulating/sound-absorbing material which contains no formaldehyde, cures promptly completing the curing in a short time and forms its cured product having excellent strength; and to provide the inorganic fiber heat-insulating/sound-absorbing material with use of the binder. SOLUTION: The aqueous binder for the inorganic fiber heat-insulating/sound-absorbing material, contains polycarboxylic acids obtained by polymerizing an ethylenically unsaturated monomer and having 500-900 mg KOH/g acid value, and a crosslinking agent containing an alcohol having an amino group and/or an imino group. Where the molar ratio of the total number of moles of a hydroxy group, an amino group and an imino group in the crosslinking agent to the number of moles of a carboxy group in the polycarboxylic acids is 0.8-1.5; and the molar ratio of the total number of moles of an amino group and an imino group in the crosslinking agent to the number of moles of a carboxy group in the polycarboxylic acids is 0.2-0.8.
