PROBLEM TO BE SOLVED: To provide a welding device and a welding method capable of enhancing the welding efficiency and reliably welding a plate even when the plate is thick. SOLUTION: The current to be applied to a welding wire 22 in order to generate the arc by the welding wire 22 is controlled by synchronizing the current with the periodic drive current to be applied to an electromagnet 23 to oscillate a tip of the welding wire 22. A control unit 30 performs the control so as to increase the current to be applied to the welding wire 22 when the amplitude of the welding wire 22 is maximized, and the tip of the welding wire 22 is located at a part close to an end face 100a of a thick plate 100. In addition, when the tip of the welding wire 22 is located in a vicinity of a center of a groove, the absolute value of the current to be applied to the welding wire 22 is preferably inverted.
