PROBLEM TO BE SOLVED: To provide an artificial fishing reef forming a comfortable biosphere for fishes and gather more fishes, maintaining excellent circulation of sea water for a long time, enlarging adhering area of bait organism onto the inside and maintaining the effect of the artificial fishing reef. SOLUTION: The artificial fishing reef 10 is composed of a concrete three-dimensional body frame being an approximately three-dimensional frame body 18 formed of vertical frames 12 and horizontal frames 14, 16 installed on the top, and in which bottom and intermediate parts of the vertical frames 12, spaces 60, 62 are formed between the vertical frames 12 and the horizontal frames 14, 16, upper shadow forming bodies 50 fixed to the 3D frame body 18 so as to have the spaces 60, 62 in the upper side of the 3D frame body 18, an intermediate shelf 70 fixed to the 3D frame body 18 so as to form the spaces 60, 62 in the intermediate part of the three-dimensional frame body 18, and the upper space 60 and the lower space 62 are formed through the intermediate shelf 70 in the three-dimensional frame body 18, and a block B is loaded on the intermediate shelf 70.
