PROBLEM TO BE SOLVED: To provide a packet multiplex transmission method for decreasing the number of control signalings and the number of logic flow states to be managed by executing multiplex transmission with QoS taken into consideration, without the need for separating radio access bearers (RAB) and radio bearers (RB) in detail for each of a plurality of connection destinations and each of the QoS characteristics. SOLUTION: The packet multiplex transmission method is adopted by a mobile communication system in which the radio access bearers (RAB) are separated for each connection destination and each QoS characteristic and the radio bearers (RB) carry out QoS multiplex transmission. The packet multiplex transmission method includes a table by which the radio access bearers (RAB) provide a priority identifier for identifying the priority for each packet and the radio bearers (RB) are selected so as to correspond to radio access bearer identifiers and the priority identifiers, and the method selects a radio bearer which transmits a packet for each packet, on the basis of the table.
