PROBLEM TO BE SOLVED: To provide a rotary tool for removing a surface layer, which leaves little uncut of the surface layer, resists against shocks, and reduces a noise. SOLUTION: The rotary tool 10 for removing the surface layer is provided with: a plurality of abrasive grain portions 40 arranged on a base metal 20. The abrasive grain portion 40 has an abrasive grain layer 42 and a cushioning portion 44 for elastically supporting the abrasive grain layer 42. An operative surface including the abrasive grain layer 42 is tilted with respect to a surface to be ground so that the leading side of the operative surface in the rotational direction A of the base metal 20 separates from the surface to be ground.
