PROBLEM TO BE SOLVED: To provide an apparatus for coding audio data that attains higher sound quality at a low bit rate. SOLUTION: The apparatus divides the audio data into a plurality of frames, representing the sound of unit time and to code them. The apparatus includes a sound feature value extraction means for extracting a sound feature value, representing the occurrence tendency of the portion of sound feature, having an effect on the tradeoff between a coding condition and sound quality in the audio data; a coding means for coding the audio data; and a coding condition changing means for changing the coding condition of the coding means, on the basis of the sound feature value.
