PROBLEM TO BE SOLVED: To provide a cleaning device which can be made compact and can suitably scrape a film-like substance and uncharged toner sticking on an image carrier, and an image forming apparatus. SOLUTION: Transfer remaining toner with the minus polarity is removed in a first region comprising a plurality of naps of a brush roller applied with a plus bias to have a plus potential and transfer remaining toner having the plus polarity is removed in a second region comprising a plurality of naps applied with a minus bias to have a minus potential. Then the film-like substance and uncharged toner sticking on a photoreceptor are scraped off in a third area comprising of a plurality of insulating naps which are not electrically conductive.
