PROBLEM TO BE SOLVED: To facilitate a separated waste disposal or a recycling of the binding implement by devising the binding implement to be attachment or detachment free from the spine of the binder. SOLUTION: The hole 11A and 30 are respectively formed on the base 13 to be fixed on the spine 11 and on the inside surface of the spine 11. The fixed position of the base 13 is decided so that the hole 30 and the spine hole 11A coincide in their locations each other and at this position the base 13 is fixed using the base fixing implement 14. The base fixing implement 14 is composed of the perpendicular section 45B to be positioned inside the hole 30 and 11A, the hook member 43 having the outside edge section 45A extended from the bottom end of this perpendicular section 45B and the rotating member 44 to be combined with this hook member 43. The base 13 and the spine of the binder 11 are joined together with the rotating member 44 and outside edge section 45A by keeping the outside edge section 45A to be next to the outside surface of the spine 11 and changing the position of the rotating member 44 to be approximately at a horizontal position.
