A server, a system, and a method for providing a location announcement service to a mobile terminal using a BSID(Base Identification Number) are provided to enable a mobile user to easily confirm the user's present location by installing a location announcement server in a mobile communication network, constructing an address database based on the BSIDs of system parameter message, which is provided to mobile terminal, and providing a location announcement application to mobile terminal. If the user of a mobile terminal runs a location announcement application(S300), the mobile terminal periodically receives a system parameter message from a mobile communication network and transmits it to the location announcement application. The location announcement application confirms whether the received system parameter message has been updated(S302). In case it is judged that the received system parameter message has been updated, the mobile terminal acquires a BSID from the updated system parameter message, compares the acquired BSID with stored address data, and obtains an address corresponding to the updated system parameter message(S304). Then the mobile terminal displays the obtained address on the screen of the mobile terminal(S308).
