<p><P>PROBLEM TO BE SOLVED: To differentiate a facility charge depending on whether a user is an apartment resident or not in returning the balance of a facility charge. <P>SOLUTION: A management server 10 reads a service received by a user from a user DB 15c based on ID and a password transmitted from a user terminal 20, and reads the facility charge for the service received by the user and the actually used facility charge from a charge DB 15a and a facility charge DB 15b, and calculates the balance between them. The management server 10 determines whether or not the user is an apartment resident based on user information read from the user DB 15c, and calculates a reduction amount to be returned to the user from the balance, and converts it into points.
