PROBLEM TO BE SOLVED: To provide a shutter and a ventilation system capable of achieving low costs. SOLUTION: When the air inside of a house 11 is circulated, a control board 6 closes an exhaust hole 30b of a ventilation unit 3 by the shutter 31 and drives a duct fan 52. As a pressure inside of a collecting portion 4 and an upper duct 51 becomes lower than a pressure outside, and a cover portion 42 is opened by the pressure difference, the upper air flows into the collecting portion 4, and released under a floor 16 of the house 11 through the duct 5. Thus, the air inside of the house 11 is circulated. Since the cover portion 42 is opened and closed by difference in atmospheric pressure between inside and outside of the collecting portion 4, a driving device such as a damper motor becomes unnecessary, as a result the costs can be reduced.
