PROBLEM TO BE SOLVED: To perform more reliable scavenging near the top dead center of an exhaust stroke in a high-rotation region of an internal combustion engine. SOLUTION: An air intake valve 43 is constructed by an outer valve 54 and an inner valve 55 movably inserted in an inner valve hole of the outer valve 54. An exhaust valve 46 is constructed by an outer valve 65 and an inner valve 66 movably inserted in an inside valve hole of the outer valve 65. An inside passage 60 opened and closed by the inner valves 55, 66 is formed in the outer valves 54, 65, and at least in scavenging, an non-overlap state of closing the respective outer valves 54, 65 of air intake/exhaust valves 43, 46 at the same time is caused by a first cam and a second cam for controlling the opening and closing of the outer valves 54, 65 and the inner valves 55, 66, and also an overlap state of opening the respective inner valves 55, 66 of the air intake/exhaust valves 43, 46 at the same time is caused by the same.
