PROBLEM TO BE SOLVED: To provide a ground liquefaction preventing method or the like low in cost with a high effect. SOLUTION: Water containing micro bubbles 54 with diameters of about 5-60μm is infiltrated into the ground G2 to allow the micro bubbles to stick to the surface of soil grains 51 in the ground G2. When the vibration of an earthquake is applied to the ground G2 to displace the ground G2, the micro bubbles 54 sticking to the soil grains 51 are deformed to be diminished to restrain the rise of pore water pressure of pore water 53 in the ground G2 to thereby prevent the liquefaction of the ground G2 in case of earthquake.
