PROBLEM TO BE SOLVED: To provide a pre-grout prestressing steel which solves the following various problems at a stroke by a heating acceleration action of a heating element: a curable composition such as a curing agent or an accelerator has a long curing period at an ambient temperature, and applicable points or application objects are limited; and use of a moisture-curable coating composition is limited by external factors including heating during application such as at a bridge, and ambient temperatures, lack of sufficient adhesive stress, and unusability of a pre-grout steel in a short time after completion of construction. SOLUTION: The pre-grout prestressing steel A is formed of: a prestressing steel 1 consisting of a plurality of prestressing steel wires 1a, 1b; a resin composition layer 2 arranged on the periphery of the prestressing steel; an outer skin layer 3 enclosing outside of the resin composition layer; and a heating element 4 arranged in the resin composition layer 2 or/and on a surface of the resin composition layer 2, and heated upon energization. By virtue of the heating acceleration action by the heating element 4, under any conditions determined by external factors and using time periods, curing of the resin composition layer 2 is accelerated by energization of the heating element 4.
