PROBLEM TO BE SOLVED: To provide an image forming method which makes an image formed through the use of an image forming means, employing heating etc., and depending on direct image information, for a thin layer of toner, without the use of a photosensitive image carrier, which brings about sufficient adaptability to a high velocity, and which improves stains caused by toner at the rubbing of a fixed image. SOLUTION: The thin layer of magnetic toner 3 is formed on a belt-shaped substrate 1, which is stretched between rollers 9 and 7, by moving the magnetic toner 3, which is retained by a magnetic sleeve 2 with a built-in magnet, to the substrate 1 by a magnetic field which is formed by a magnetic roller 13; a laser 4 makes the thin layer of the toner heated depending on image information; the toner of an image area is fusion-bonded to the substrate; subsequently, the toner of a non-image area is removed by a magnetic sleeve 5 with a built-in magnet; a toner image corresponding to the image information remaining on the substrate is further heated by a halogen lamp 6 with a reflector; and after that, the toner image is transferred and fixed onto a recording medium 10 which is passed on the rollers 7 and 8 brought into pressure contact with each other.
