PROBLEM TO BE SOLVED: To provide a water- and oil-repelling resin substrate excellent in durability. SOLUTION: In a resin substrate, on the surface of a resin substrate having a hydrolyzable resin layer on the surface, a hydrolyzable SiX<SB>4</SB>(X is a hydrolyzable functional group) layer which bonds chemically to the hydrolyzable resin layer is formed. In a resin substrate, on the resin substrate, an R<SB>n</SB>SiY<SB>4-n</SB>(n is an integer of 1-3; R is an alkyl group or a fluoroalkyl group; and Y is a hydrolyzable functional group) layer which bonds chemically to the hydrolyzable SiX<SB>4</SB>layer is formed. Due to the structure, the hydrolyzable silane compound SiX<SB>4</SB>layer bonds chemically to hydrolyzed resin molecules firmly, so that resin molecules are fixed to each other through the silane compound SiX<SB>4</SB>layer to stabilize the surface of the resin. In addition, the silane compound R<SB>n</SB>SiY<SB>4-n</SB>layer can be formed on the layer. In this way, the water- and oil-repelling resin substrate excellent in durability can be provided.
