PROBLEM TO BE SOLVED: To obtain a flow velocity measurement device capable of accurately calculating a fluid speed without flowing a float of a mark in a river. SOLUTION: A difference value calculated by a difference processing section 14 and an edge value calculated by an edge processing section 15 are specified to determination criteria; a block arranging section 16 is provided for arranging a plurality of effective blocks in an effective region where a moving object may be present in the range of a measurement region F received by an external I/F section 11; the correlation between current and past fluid images in the effective block is calculated for each of a plurality of effective blocks arranged by the block arranging section 16; and fluid speed is calculated from the correlation results.
