A cooling medium heating apparatus is provided for suppressing heat loss of a cooling medium in piping between a heater and an expansion valve. A cooling medium heating apparatus (4) is provided with a first connecting pipe (11), a heater (12), and an expanding mechanism (13). The first connecting pipe (11) is connected at the middle of a cooling medium circuit (10) wherein a cooling medium circulates. The heater (12) heats the cooling medium flowing inside the first connecting pipe (11). The expanding mechanism (13) expands the cooling medium. The expanding mechanism (13) is arranged close to the heater (12) in the downstream of the heater, in the first connecting pipe (11).
