PROBLEM TO BE SOLVED: To reduce the time necessary for the reduction process in the permanent waving. SOLUTION: A gas releasing gun 2 has a built-in ion generator 2a, and releases negative-ionized nitrogen gas fed from a nitrogen cylinder 3. When the negative-ionized nitrogen gas is applied to hair from the gas releasing gun 2 in the reduction process, the reduction action by a reducing agent is facilitated by the electron generated from the negative-ionized nitrogen gas.
