<p><P>PROBLEM TO BE SOLVED: To provide a technology for shortening a time when no image is provided to a user at station selection. <P>SOLUTION: An auxiliary stream storage section 23 stores auxiliary streams resulting from applying low bit rate processing to main streams stored in a main stream storage section 21. A buffer (auxiliary stream) 38 of a receiving apparatus 12 stores the auxiliary streams. When the station selection is operated, a display apparatus 33 displays an image on the basis of the auxiliary streams stored in the buffer (auxiliary stream) 38. Thereafter when buffering of the main streams to a buffer (main stream) 37 is finished, the image displayed on the display apparatus 33 is switched from the image of the auxiliary streams into the image of the main streams.
