PROBLEM TO BE SOLVED: To provide a refrigerant heating device and its heating capacity control method, capable of controlling local overheating of a refrigerant. SOLUTION: This refrigerant heating device 4 comprises a heater 12 and a control portion 17. The heater 12 heats the refrigerant. The refrigerant flows inside of a refrigerant circuit 10. The control portion 17 controls the operation of the heater 12. The control portion 17 controls the heater 12 to increase the heating capacity of the heater 12 in stages by every prescribed time when the heating capacity of the heater 12 is increased.
