PROBLEM TO BE SOLVED: To suppress an efficiency degradation of a power recovery on condition that an actual expansion ratio becomes smaller than a design expansion ratio in the case of using a positive displacement type expansion machine (60) in a steam compression type refrigerating cycle etc. SOLUTION: A communication passage (72) which branches from a flowing-in port (37) to an expansion chamber (62) and communicates with a sucking-in/expansion process position of the expansion chamber (62) is provided, and a part of a high pressure fluid in a flowing-in side to the expansion chamber 62 can be introduced to the expansion chamber (62).
