PROBLEM TO BE SOLVED: To provide a windmill blade whose structure is simple, whose rotating force is increased by acting a sufficient lift on the blade with circular cross section, and having high efficiency. SOLUTION: In this windmill blade, the blades 3 with circular cross section rotatable around a hub 2 are radially formed, the airflow flowing along the outer surfaces of the blades 3 with circular cross section is divided into a high-speed flow and a low-speed flow by rotating the blades 3 with circular cross section around their axes, and a blade rotating force is generated by the lift acting on the blades 3 from the low-speed flow side to the high-speed flow side. Outer surface lift increasing members 4 increasing the outer surface lift acting on the blades 3 are installed on the low-speed flow side of the airflow flowing along the outer surfaces of the blades 3 in proximity to the outer peripheral surfaces of the blades 3.
