<P>PROBLEM TO BE SOLVED: To provide an electrode catalyst capable of manufacturing, by using ULPLC (ultra-low platinum loading carbon), a catalyst layer excelling in a polarization characteristic, and high in a utilization factor of a catalyst metal and durability. <P>SOLUTION: This electrode catalyst for a polymer electrolyte fuel cell containing the catalyst metal, a cation exchange resin and a carbon fiber is characterized by mainly arranging the catalyst metal on a contact surface between a proton conduction path of the cation exchange resin and the surface of the carbon fiber.
