PROBLEM TO BE SOLVED: To provide a compound useful as a prophylactic or therapeutic agent for inflammatory diseases, allergic diseases, autoimmune diseases, etc., involving CC chemokine receptor 4 (CCR4). SOLUTION: The present inventors found that a ring-fused bicyclic pyrimidine derivative having a piperidino or piperazino group in which a saturated ring is bonded to the 4-position at 2-position and having a substituted amino group at 4-position has good activity as a function regulator of CCR4 and knew that the derivative is particularly useful as a therapeutic agent for inflammatory diseases such as dermatitis to complete the present invention.
